The following tips should help:

1. Check if data saver is on, by scrolling through your notification bar icons or check in your Network Settings >> Data Usage

2. Another way that is a must is to go to Network Settings >> Data Usage  and open all the apps one after the other and turn on Restrict Background data.

This second point is the major reason many of us exhaust our browsing data very quickly. The mobile networks will never tell us this of course. It is important to note that, turning on the restriction will not prevent us from browsing effectively neither will it slow nor cause any harm to those apps rather these apps when  use Background Data is turned on, the apps will be sending usage data analytics to the network provider and the manufacturer of the apps at your own expense.  
This is same for both Wi-fi and cellular networks.

This will invariably be consuming your data balance faster than you desired and not to your own advantage at all and is the reason why you need to turn it off as google  and the app owner still find a way to collect this data but this time to your own advantage rather than the extra cost if having the background data usage turned on.

3. Finally you should also ensure when using Wi-fi or cellular network data, we should do our best to be conscious to leave only apps relevant to what we are doing on the net only turned on otherwise all other apps should be CLOSED. Not doing this will still make those apps you left on to automatically keep saving usage data whilst you are browsing other pages which ain't good for the money you spent subscribing to browse  or surf the net.

4. I also encourage us to turn off auto update for most of our apps except for sensitive ones like our banking apps, work related apps which if not updated is potentially prone to incursion from phishing other internet related fraud.
